EDITOR’S COMMENT NFRC sets out plan to address roofing sector’s RCIMAG.COM APRIL 2017 005 “major image problem” They say the first step in solving a problem is recognising there is one, and that’s exactly what the National Federation of Roofing Contractors (NFRC) has done following the unveiling of its ambitious four-year Workforce Development Strategy. This comes on the back of independent research undertaken by Skyblue Research on behalf of the NFRC. James Talman, CEO of the NFRC, says he is looking to attract full government and private sector backing, support and engagement, and that he is optimistic the new strategy will ultimately open doors to new jobs, higher standards and help the UK meet its construction targets. At its launch, Mr Talman was brutally honest stating: “It’s well known that any chain, process or greater goal is only as strong as its weakest link, and without doubt the roofing sector has long felt like the poor relation of the construction industry. We have a major image problem due to a lack of clear differentiation between a qualified skilled worker and an operative who calls him / herself a roofer after carrying out a health and safety test.” The research highlighted a number of barriers to growth within the roofing sector but the key areas of recruitment, training, accreditation and modernisation form the cornerstone of the Workforce Development Strategy and have been pulled together as three key objectives which – if satisfied – can “kick-start a revival in the roofing sector.” (You can view the objectives and full story on p.06) Personally, I feel the accreditation is key. As Mr Talman explained at the launch of the Workforce Development Strategy: “We will clearly demonstrate to all building owners whether in large-scale public procurement or a householder carrying out an extension, that insisting upon roofing contractors with accredited roofers is simply an essential requirement.” The successes of schemes such as FENSA in the glazing sector and Gas Safe in the plumbing sector have shown how valuable such initiatives can be. The NFRC has shone a very bright light on itself and the roofing sector – as Mr Talman said: “This is a sector prepared to get hold of itself’ and ‘a sector that recognises its own weaknesses.” The Workforce Development Strategy has established the many barriers to growth within the roofing sector, but as we know, some of these – such as training and recruitment – are not new problems and there is no silver bullet to overcoming these issues. But this is the first step in a fouryear plan, these problems aren’t going to be addressed overnight but we need to keep the momentum going and pressure on for the good of the sector as a whole.
