Some will have skills and experience that have not been recognised; others will be operating in an environment for which neither their skill nor their safety practices are suitable. So what are the marginal gains that can be introduced to bring these installers (and small businesses) closer to the quality end of the industry? Action by SPRA: There are many participants in this sector and each is encouraged to contribute: Manufacturers: • Meet Basic Competency Programme (BCP) standard in product training for all sectors. • Review training databases. • Restrict product warranty to trained installers who self-certify their work. • Provide advisory information with product kits about the need for qualified installers. Merchants: • Recognise the contribution that some make in providing training and encourage others to get involved. • Encourage point-of-sale information, including the SPRA Homeowner Guide. • Work closely with membrane manufacturers to enable random site quality checks. Customers: • Improve understanding and thereby scrutiny of quotes, though improved access to help. • Alert customers to advisory information provided by manufacturers. SPRA: • Establish a new membership category for single ply operatives and gangs (labour-only). • New website area for householders. • New online training video and self-assessment for basic understanding of single ply roofing. Progress This is not a quick-fix option but a relentless process of attrition on several fronts, with the ultimate aim of maintaining and improving the image of flat roofing. Good progress is being made and there is an encouraging spirit of cooperation by all those involved. The reputation of residential flat roofing was close to ruin in the 1980s and this impacted on the commercial sector. As single ply has diversified into small roofs and refurbishment it has brought with it a new image of quality. It will need to maintain this momentum as pressure on affordability increases over the next few years.
